IMACON Consulting Group connects rigorous OECD-DAC evaluation, organisational development grounded in our published methodology, and economic-development consulting accredited at EBRD. Founded in Belarus in 2010, headquartered in Poland since 2022, operating across Central Asia, South Caucasus, Western Balkans, MENA and East Africa.
How we started
IMACON was founded in 2010 by Sergei Gotin and Uladzislau Vialichka — two consultants who, by that point, already had ten years of independent practice in project design, evaluation and capacity building behind them. The original goal was to coordinate work that already existed across an informal network of regional consultants, raise its quality, and let the team participate in larger assignments — EU, UN, USAID — that were beyond the reach of any single consultant.
How we evolved
By 2021 the IMACON community grew to about fifteen experts across thematic specialisations. Following the political crisis in Belarus and Russia's full-scale invasion of Ukraine, key experts relocated. IMACON established a Polish legal entity in 2022 and rebuilt the operating base from Warsaw outward. Today the registered firm operates as Sergei Gotin JDG in Poland, with a core team of two co-founders plus two senior partners and a wider network of trusted consultants engaged on a project basis.
How we work
Our experts have over twenty years of cumulative experience in monitoring and evaluation for international donors — EU (including ROM), UNDP, UNFPA, UNICEF, UNIDO, USAID, EBRD, IFC, plus bilateral programmes funded by Polska Pomoc, SIDA, DANIDA and BMZ. Three areas of consultancy: project and programme evaluation; organisational development and strategic planning; project design and management — with a productized line of applied research services for clients that need standardised research outputs on faster timelines.
How we are unusual
Most evaluators specialise narrowly. IMACON crosses thematic and sectoral boundaries — adapting business strategies from a UNIDO project in Kyrgyzstan for a Caritas faith-based programme in Albania, applying civil-society OD frameworks to UN environmental work. We employ AI tools ethically and locally — running models on our own infrastructure to prevent data leakage during transcription and qualitative coding, while never delegating interpretation of evidence to a machine. Our specialised area in faith-based and inter-confessional work (Christian, Jewish, Muslim) is rare in the development-consulting market and built on the managing partner's past role coordinating WCC programmes.
What we are looking for
We actively seek collaboration with organisations that implement development projects. We offer extensive experience and expertise primarily for initiatives at the intersection of policy, civil society and economic development. We look for opportunities to join partner projects that require the formation of consortia or strategic partnerships. We hold a special interest in assignments that strengthen our regional portfolio in Asia, Africa and the Western Balkans.
